The number of kids riding illegal (or illegally modified) Class 2 and 3 e-bikes is a multiple of the number of middle-aged commuters using e-bikes.

There's no such thing as an illegal class 2 or class 3 e-bike.

At least in my area the kids riding wheelies down the street are on bikes sold as dirt bikes. Legally exactly the same as riding a 2-stroke motocross bike on the street.
